Ofcourse Yes!

Painting inspector designation signifies the one who has his major part or only experience in external painting. Whereas coating inspector should know about critical coatings (any internal coating on corrosiove services, underground coatings, external coatings on CUI services, ..and so on) in addition to external painting experience.
